This article is explaining Rwanda's plan to educate the youth in an attempt to lead Civil Rights Movements. Leaders believe that the youth are the most capable for making things happen. If the youth are informed on the current situations and opportunities for their rights, then they will want to achieve such things. The youth are expected to spread their knowledge through a hypothetical contagious diffusion of sorts. Members of The National Commission for Human Rights expect the some 200 members of the youth population to go home and teach their peers of the information and techniques that they are being taught by the Commission.
I think this is a very cool idea, if it works. Youth have to be very self driven to learn what the commission is teaching them, and even more out-going to spread the news to other people their age. I believe that this plan has the chance to succeed in its attempt to earn civil rights in Rwanda, but it will be difficult. People do not often just jump at seemingly golden opportunities when they are so accustomed to their current situation and civil liberties, though they are few. Once a few individuals can demonstrate how the actual Rights that can be surely acquired, then a large group of people will join them to achieve said rights, just like within America.
This article ties into the culture of the country because Civil Rights define what your culture is and can become in the future. Without Civil Rights, a country's culture has no opportunity to develop and flourish in any way but how the government sees it being fit. Once the citizens of Rwanda realize the possibilities that are front of them, then they will be able to achieve a true culture free of any burdens, restrictions, or persecutions. The youth of a country are the front runners due to their hopes and dreams driven by inexperience spirits, and will also be in this case. This generation of youth will hopefully be able to create their own unique culture through their free Civil Rights.
